“There is no doubt that the Guard will play a central role in any homeland security mission for many reasons.  The Guard is located within the communities themselves, with an armory in every county and units in every state.  The are a part of the communities they serve and as such they are able to respond to most crises in a matter of hours and in some cases minutes, whereas other federal agencies can take days or even weeks before they are able to effectively bring resources to the scene.  Also, the Guard has much experience with consequence management, having dealt with natural and man-made disasters throughout its history.  Thus, the tragic events of September 11th, while they may have come as a shock to many, were not so shocking as to overwhelm the Guard’s capacity to assist and respond as they have done successfully so many times before.  As always, the key will rest with the management of the delicate balance between security and response on the homefront and warfighting capacity abroad.  For all of the above reasons, this is a timely and important work.”
