The only study to date of the National Guard’s participation in the Balkan peacekeeping operations of the late 1990s.  Relates the historical background of how Regular Army and National Guard peacekeepers became involved in the Balkans.  Stresses the cooperation that resulted between Regulars and Guardsmen.  Changes in mobilization regimes that started during peacekeeping operations helped the National Guard to prepare for its operational role in the War on Terror.  Must reading for anyone wanting to understand how the National Guard started the transition from a strategic reserve organization to an operational reserve force.
